Gentlemen

During our telephone conversation of March 17, 1986, we . talked about the long term requirements for surveillance of the ASEA-ATOM (AA) control rods.

You stated that you had recently met with AA and that you had mutually agreed that since the hafnium tipped AA control rod is a new component in the U.S.

nuclear industry special surveillance requirements would be necessary at the first two U.S. reactors to use these items.

In order to comply with this requirement for special surveillance of the LACBWR AA control rods, DPC will submit a request for a surveillance Technical Specification to be issued before the 1987 LACBWR refueling. This commitment will insure that surveillance Specifications are in place in a timely manner since no AA control rod is expected to exceed the exposure i criteria for the first surveillance inspections 1(as proposed at the NRC-AA meeting) for at least three years.
