DELUGE SYSTEM FOR CHARC0AL ADSORBER UNITS The staff has reviewed letters submitted by Louisiana Power and Light Corrpany dated October 21, 1986 and November 6,1986 which requested approval for a delay in the installation of certain components associated with the new deluge-type fire suppression system for a number of charcoal adsorber units at the Waterford Steam Electric Station, Unit 3.

Details of the staff review are contained in the enclosed Safety Evaluation (Enclosure 1).

The staff concludes that the additional delay in implementing the charcoal filter deluge system modifications will have minimal safety significance, since adequate fire protection capability is provided in the interim. Therefore, your proposal for delay of these modifications until no later than startup following the second refueling outage, is acceptable. '
