Gentlemen:

This refers to the operations inspection conducted by Mr. D. L. Kelley of this

office during the period November 1,1986, through February 28, 1987, of

dCtivities authorized by NRC Construction Permit CPPR-126 for the Comanche Peak

Steam Electric Station, Unit 1, and to the respective discussions of our

findings with Mr. A. B. Scott and other members of your staff at the conclusion

of the inspection.

Areas examined during the inspection included: (1) applicant action on

previous inspection findings, and (2) plant tours. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspector.

These findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
