Gentlemen:

This refers to the inspection conducted by Messrs. J. G. Luehman, M. E. Skow,

and T. R. Staker of this office during the period June 16 through July 15,

1987, of activities authorized by NRC Operating License NPF-38 for Waterford

Steam Electric Station, Unit 3, and to the discussion of our findings with

Mr. R. P. Barkhurst and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included followup of previously identified

items, licensee event report followup, plant status, monthly maintenance,

monthly surveillance, ESF system walkdown, routine operational safety

inspection, natural circulation cooldown, onsite review committee, and

information notices. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with

personnel, and observations by the NRC inspectors. The inspection findings are i

documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

One unresolved item is identified in paragraph 11 of the enclosed inspection

report.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 3 of the enclosed report.
