Gentlemen:

SUBJECT: NRC INSPECTION OF THE-TROJAN NUCLEAR PLANT

This refers to the subject inspection conducted by Messrs. Kerch, Harris, and

Oliveri, NRC, and five NRC contractors from May 22, 1989 through June 1, 1989

and of. the followup inspection'by Mr. R. C. Barr on July 21, 1989.

The inspection was related to activities authorized by NRC License No. NPF-1,

and concluded with' discussion of our findings with Mr.- Cockfield.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations and independent measurements by the inspectors.

Based on the results of this inspection, it appears-that certain of your

activities were not' conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. Your

response to this Notice is to be submitted in accordance with the provisions

of 10 CFR 2.201 as stated in Appendix A, Notice of Violation. In accordance

with 10 CFR 2.790(a), a copy of this letter and the enclosure will be placed

in the NRC Public Document Room.

Further, the' inspection determined that the performance of your ISI contractor l

and your oversight of ISI contractor activities need significant improvement.

The inspection also noted that at leu t one of the first 10 year interval ISI

. inspections was missed. We request that you review the close out of the first

10 year interval and provide the NRC with the results of your review of this

issue within 30 days of the date of this letter.

.The response directed by this letter and the attached Notice is not subject to

the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.

In accordance with 10 CFR 2.790(a), a copy- of this letter and the enclosure

will be placed in the NRC Public Document Room. 1
