II. Discussion of Following Enforcement Issues: NRC/LP&L

A. Apparent failure to environmentally qualify safety-related

electrical splices in accordance with 10 CFR 50.49 (NRC

Inspection Report E0-382/89-05). Example:

Apparent failure to qualify Olonite T95/35 tape

splice assemblies for submergence. These tape

splice assemblies are potentially located below

the postulated flooding levels inside containment.

B. Apparent failure to environmentally qualify safety-related

electrical cables for submergence in accordance with

10 CFR 50.49 (identified during a followup conference

call between Mr. A. B. Beach of NRC Region IV and

Mr. R. P. Barkhurst of LP&L on March 23,1989).
