Gentlemen:

This refers to the routine safeguards inspection conducted by

Messrs. T. J. Madeda and J. R. Kniceley of this office on February 27 to

March 3, 1989, of activities at the Monticello Nuclear Generating Station,

authorized'by NRC Operating License No. DPR-22, and to the discussion of

our findings with Mr. L. Eliason and other members of your staff at the

conclusion of the inspection.

The. enclosed copy of our. inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

Prior inspections identified a decline in the performance of your security

program. While some improvements in security performance were noted during

this inspection, we continue to be concerned about your performance. We

believe that your continued oversight is necessary in monitoring corrective

actions for identified probiems and insuring adequate implementation of the -

details of your security plan. In anticipation of a followup meeting that

we will schedule within the next three months, we request that you provide a

written description of how you will address our concern involving a lack of

L p' q knowledge or experience of security issues on the part of some security

( managers that is described in Section 5.a of this report along with your

l n response to our Notice of Violation.
