Submittal of Revision No_17 to the Updated Safety Analysis Report in compliance with a condition placed en License Amendment 102 to Facility Operating License DPR-22, enclosed is a signed original and 10 copies of Revision No.17 to the Updated Safety Analysis Report (USAR) for the Monticello Nuclear Generating Plant.

This revision updates the information in the USAR to reflect the implementation of an increase in licensed core thermal power from 1670 megawatts-thermal (MWt) to 1775 O

V MWt and changes made under the provisions of 10 CFR 50.59. As noted in the Power Rerate Test Program Startup Report transmitted to NRR via our February 18,1999 letter, the rerate power ascension program was completed November 25,1998.

In addition to the text, table and figure changes made to reflect the evaluations performed in support of the new thermal power level, a number of additional changes associated with the ongoing USAR Review Project were made. These changes reflect:

1. additional editing of reference citations and titles to accurately reflect the title, author, and date as well as improved identification of applicable codes and standards, 2.

additional corrections of various word processing errors (e.g. misspellings, incorrect punctuation or capitalization, sentence structure, etc.), 3. enhancements to the descriptions of systems, structures and components to correct inconsistencies and instances of ambiguity within the USAR, and 4. corrections of inconsistencies between the USAR and other plant design documentation (i.e., Technical Specifications, Operations Manual, design specifications, etc.). Exhibit A contains the USAR page changes for Revision 17 and instructions for entering the pages.

Because this is a special interim USAR revision, the periodic report of changes, tests and experiments required by 10 CFR Part 50, Section 50.59(b)(2)is not included with this transmittal. The periodic report will be provided with the next regular USAR update six months after startup from the January 2000 refueling outage.
