MONTICELLO AND PRAIRIE ISLAND SECURITY ISSUE RESOLVED  !

Dear Mr. Wadley:

This refers to the resolution of an unresolved item we identified relating to security alarm station operations at both Monticello and Prairie Island, This issue was described in Inspection Report No. 50-282/306/97013, dated July 18,1997, and inspection Report No. 50-263/97013, dated August 14,1997.

NRC has completed a review and concluded that your alarm station operations must insure that -

a single act cannot remove the capability to respond to an alarm, as required by 10 CFR  !

73.55(e)(1). Additionally, licensee's are required to retain a written record of each alarm at each alarm station, and this record must identify the type of alarm, location, alarm circuit, date, time, and the details of the response, as required by 10 CFR 73.70(f).

In order to satisfy the requirements of both 10 CFR 73.55(e)(1) and 10 CFR 73.70(f), NRC has 3 concluded that both alarm station operators must simultaneously receive sufficient alarm l information to allow independent assessment of the cause of the alarm, insure a response is made, and both must record the specific response details. Both alarm station operators must be able to insure that an act in the other alarm station has not removed the capability to respond. One alarm station operator can not independently ascess an alarm and determine a response is not necessary without the knowledge and documented concurrence of the other alarm station.
