SEP 221987 SENT TO ALL OPERATING PLANTS Gentlemen:
Enclosed is a copy of NRR's position regarding entry into an LC0 based on IST surveillance results which are in the required action range. Our purpose in distributing this position to all Region III utilities is to (1) advise you on the position Region III plans to take regarding entry into an LC0 based on IST test results; and (2) indicate that this position may be different from that which you are currently using.
Please note that no time is allowed for an analysis to determine whether the component can be considered OPERABLE if the test data falls into the required action range, thereby indicating that it cannot perform within its design envelope.
We suggest that you review your own practices in performing IST surveillance to anure that data falling into the required action range triggers entry into the appropriate LC0 action statement clock.
It is our intent during the conduct of future IST inspections to determine that LCOs are appropriately entered when surveillance test results are in the required action range.
