Dear Mr. Anderson:
Enclosed is the staff's safety evaluation of Northern States Power Company's (NSP's) response to NRC Generic Letter (GL) 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," for the Monticello Nuclear Generating Plant. GL 95-07 was i
issued on August 17,1995, and requested that licensees take actions to ensure that safety-
< elated power-operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing their safety functions.
In a letter of February 12,1996, NSP submitted its 180-day response to GL 95-07 for Monticello Nucleu Generating Plant. The NRC staff reviewed the response and requested additional information in a letter dated June 18,1996. In a letter dated July 17,1996, NSP provided the additional information.
The staff has reviewed NSP's submittals and finds that it has adequately addressed the actions requested in GL 95-07, as discussed in the enclosed safety evaluation. This completes the staff's efforts on TAC No. M93487.
