RESPONSE TO NRC GENERIC LETTER 96-05, " PERIODIC VERIFICATION OF DESIGN-BASIS CAPABILITY OF SAFETY-RELATED MOTOR-OPERATED VALVES," MONTICELLO NUCLEAR GENERATING PLANT (TAC NO. M97070)

Dear Mr. Anderson:

Enclosed is the staff's safety evaluation of Northern States Power Company's (NSP's) response to NRC Generic Letter (GL) 96-05," Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves,"- for the Monticello Nuclear Generating Plant. GL 96-05 was issued on September 18,1996, and requested each nuclear power plant licensee to establish a program, or to ensure the effectiveness of its current program, to verify on a periodic basis that safety-related motor-operated valves (MOVs) continue to be capable of performing their safety functions within the current licensing bases of the facility.

On November 15,1996, NSP submitted a 60-day response to GL 96-05 notifying the NRC that it would complete the actions requested by GL 96-05 at Monticello. On March 13,1997, NSP submitted a 180-day response to GL 96-05 providing a summary description of the MOV periodic verification program planned to be implemented at Monticello. In a submittal dated March 23,1998, NSP updated its commitment to GL 96-05. On November 4,1998, NSP provided a response to a request for additional information regarding GL 96-05 forwarded by the NRC staff on September 10,1998.

The staff has reviewed NSP's submittals and applicable NRC inspection reports and finds that NSP has established an acceptable program to verify periodically the design-basis capability of the safety-related MOVs at Monticello. As discussed in the enclosed safety evaluation, the staff concludes that NSP is adequately addressing the actions requested in GL 96-05. The staff may conduct inspections at Monticello to verify the implementation of the MOV periodic t
