REPORT 50-263/99010(DRS)

Dear Mr. Wadley:

On March 12,1999, the NRC completed an inspection of the licensed operator rerphJscation

' training program at your Monticello Nuclear Generating Station. The enclosed report presents a

'

the results of that inspection.

' During the 1-week inspection period, your staff's implementation of the training program was

generally characterized by safety conscious operations and sound evaluation of licensed

operator performance. Also, the operating examination materials (simulator scenarios'and job -

performance measures) prepared by your training staff were satisfactory. = The inspectors -

concluded that the requalification training program was satisfactorily implemented in ;

accordance with 10 CFR Part 55 requirements,

,

tiowever, the inspectors, through observation of simulator scenario examinations and

discussions with personnel, noted difficulties in the ability of Shift Managers (SM) to

.

simultaneously implement the duties of the SM, emergency director, and shift technical advisor-

'

roles. In addition, during a plant fire casualty, the' SM would also assume the duties'of the shift

supervisor. The appropriate implementation of these duties are critical to the safe and

effective response to plant emergency conditions. We understand that your staff is evaluating .

actions to streamline the SM functions.

In accordance with 10 CFR 2.790 of the Commission's regulations,'a copy of this letter and the

enclosed report will be p! aced in the NRC Public Document Room.
