i On June 24,1999, the NRC completed an inspection of an emergency preparedness exercise

at your Monticello Nuclear Generating Station. The purpose of this inspection was to evaluate

L the performance of your emeaency response organization during the exercise. No violations

!- - were identified during the inspection. The enclosed report presents the results of the

inspection,

l Areas examined during the emergency preparedness exercise are identified in the report.

- Within those areas, the inspection consisted of a selective examination of procedures and

representative records, observation of performance, and interviews with staff. The objective of

the inspection was to determine whether the Monticello Nuclear Generating Station Emergency

l Plan was adequate and if station personnel properly implemented the Emergency Plan in

accordance with NRC requirements during the exercise..

L Overall exercise performance during the 1999 exercise was very good Staff performance in

l the' various facilities ranged from very good to effective. Security events were incorporated into

l an evaluated exercise scenario for the first time, making the exercise challenging for personnel

j' Ti n all of the response facilities. . Your staffs' critique findings were innightful and consistent with

the NRC evaluation team's findings -
