Dear Mr. Anderson:

By letters dated November 16,1995, February 14 and May 24,1996, Northern States Power Company (NSP) submitted its response to NRC Bulletin 95-02 for Monticello. The enclosure provides the staff's evaluation of NSP's response.

l NRC Bulletin 95-02 requested each licensee to review the operability of its emergency core cooling system and other pumps which draw suction from the suppression pool while pedorming their safety function. The staff requested that the licensee's evaluation be based on suppression pool cleanliness, suction strainer cleanliness, and the effectiveness of its foreign material exclusion practices. In addition, licensees were requested to implement appropriate procedural modifications and other actions (e.g., suppression pool cleaning) as necessary to minimize foreign material in the suppression pool, drywell, and containment. Licensees were also requested to verify their operability evaluation through appropriate testing and inspection.

In its response to the bulletin, by letters dated November 16,1995, February 14 and May 24, 1996, NSP demonstrated compliance with all of the requested actions. The staff has concluded that NSP's response is acceptable.
