in NSP's September 26,1997 letter titled " Project Plans for USAR Review Project lO and Conversion to improved Technical Specifications (ITS)" NSP made new Nuclear Regulatory Commission commitments. In support of those commitments, NSP stated they would provide semiannual status updates to the NRC Staff on the progress of these two projects at both Prairie Island and Monticello. Following is the semiannual status update for both Prairie Island and Monticello.

In the referere (1) and (2) letters, NSP provided the following commitments:

(1) Prairie Island plans to complete its USAR Review Project in December of 2001.

(2) Monticello plans to complete its USAR Review Project in June of 2001.

(3) Prairie Island plans to provide an Improved Technical Specification conversion package submittal to the NRC in August 2000.

(4) Monticello has withdrawn it's commitment to provide an ITS conversion package submittalto the NRC.

PRAIRIE ISLAND USAR REVIEW PROJECT Target Milestone Summary PhaseI The final document is complete. The USAR revision was issued in August,1999.

Two sections (14.4 and Appendix I) are on a punch list for completion at a later date.

Phase 11 Activities Part A (Accuracy; - the risk significant systems have been identified. The subsections related to those systems have been scheduled to be completed prior to the proposed end of the enforcement discretion period. The review has identified j some discrepancies between the USAR and the plant / procedures. The i discrepancies have been processed using the existing NCR (nonconformance) process. The review of the risk significant systems is approximately 50% complete.

Part B (Completeness)- the documents to be reviewed have been identified and entered into a database. An initial review was done to screen out those items not related to Prairie Island's USAR. The remainder of the documents are being reviewed in more detail. This review is more than 50% complete.

Phase ill No Phase lil reviews have begun. The initial scope has been formulated. Work continues to develop a more detailed scope and implementation plan. Reviews are expected to begin in the first quarter of 2000.

for developing guidance for SAR Updates, NEl 98-03.

  • t MONTICELLO USAR REVIEW PROJECT Target Milestone Summary:

Phase i Subject Matter Expert Review is complete.

Phase il Part A (Comprehensive Review) will be completed by 6/30/00.

Phase ll Part B (Issue Resolution) will be compicted by 6/30/01.

Ongoing activities:

USAR issues identified during the review process and daily activities have been documented and are being processed. Condition Reports are being screened, assessed for operability and reportability, and corrective actions are being implemented.

USAR Project Status:

Phase I is complete. All USAR sections have been reviewed by a Subject Matter Expert.

. Phase ll USAR completeness reviews are being done following guidance provided in NEl 98-03 Rev 0. This review is looking at Generic Letters, Bulletins, Orders and Rules to determine if the actions taken in response to those documents have been incorporated into Monticello's USAR when required by 10CFR50.71(e). Monticello has also elected to review previously approved License Amendments submitted under 10CFR50.90 to assure the USAR correctly reflects those documents.

. Emphasis is being placed on assessing issues identified during the review of the USAR and implementation of the corrective actions. A total of 246 Condition Reports (CRs) have been generated with the status shown below.

. The USAR Revision 17 (dated August 23,1999) incorporating power rerate changes has been submitted as required by the License Conditions from Amendment #102.

Prairie Island has made significant progress on ITS conversion. Since the last update, the draft of one technical section was completed including technical, Operations and Safety Audit Committee reviews. Drafts of three other sections are nearly complete. Conversion package submittal continues to be targeted for August ;

As a result of this commitment withdrawal on March 26,1999, NSP will remove this section from future update reports.
