SUBJECT: MONTICELLO INSPECTION REPORT 50-263/98016(DRP) AND

NOTICE OF VIOLATION

Dear Mr. Wadley:

On November 30,1998, the NRC completed an inspection at the Monticello reactor facility.

The enclosed report presents the results of that inspection.

During the 6-week period covered by this inspection, tne conduct of activities at the Monticello

facility was acceptable. Power ascension to the new reactor thermal power licensed limit was

conducted in a careful, deliberate manner. Although operators were generally aware of

equipment status, the NRC continued to identify examples of a lack of attention-to-details

regarding equipment parameters.

Based on the results of this inspection, the NRC identified a violation of NRC requirements,

regarding fire brigade drill participation. The violation is cited in the enclosed Notice of Violation

(Notice) and the circumstances surrounding it are; described in detail in the subject inspection

report. It was noted that Prairie Island had a similar fire brigade participation issue,

documented in inspection Report 50-282/97012(DRS); 50-306/97012(DRS). Had this issue

been reviewed at Monticello, the violation could have been prevented.

The NRC has concluded that information regarding the reason for the violation, the corrective 3

actions taken and planned to correct the violation and prevent recurrence, and the date when

full compliance was achieved are already adequately addressed on the docket in inspection

Report 50-263/98016(DRP). Therefore, you are not required to respond to this letter unless the

description therein does not accurately reflect your corrective actions or your position. In that

case, or if you choose to provide additional information, you should follow the instructions i

specified in the enclosed Notice. j
