Dear Mr. Anderson:

During review of the safety evaluation accompanying approval of Northern States Power Company's (NSP's) request to deviate from Emergency Procedure Guidelines, Revision 4,  ;

l dated December 10,1998, your staff raised several questions that were subsequently j

discussed and resolved with the NRC staff during a telephone call on December 14,1998. The l telephone call was documented in a letter from Mr. M. Hammer to the NRC dated December 14,1998. The staff has reviewed Mr. Hammer's letter and agrees with NSP's characterization and resolution of the issues. None of the questions raised by NSP changed l the conclusions of the staff expressed in the safety evaluation accompanying approval of NSP's request.
