During the six (6) month period ending June 30,1999 Northem States Power Company conducted (795) drug and alcohol tests in accordance with 10 CFR Part 26. NSP workers subject to random drug and alcohol testing are each assigned to one of three pools: Prairie Island, Monticello, and General Office. Random test rates for each pool are as follows:

l For the reporting period, three (3) workers were denied nuclear access after testing positive for drugs or alcohol. By test type: two (2) pre-access tests and one (1) rendom test were positive.
Pre-Access Positives One (1) contract worker tested positive for alcohol.
One (1) non-nuclear employee tested positive for marijuana.
Random Positives One (1) contract worker tested positive for alcohol.
Both individuals testing positive on the pre-access tests remain denied nuclear access.
Nuclear access for the individual with the random poaitive was reinstated following successful completion of NSP retum to duty requirements.

For the semi-annual period referenced herein all blind specimens submitted to NSP's HHS-certified laboratory yielded expected results.
3.
NSP has analyzed program performance data for the six (6) month period ending June 30,1999 and has revised existing FFD procedures to incorporate enhancements as indicated by the analysis.
4.
NSP continues to test for marijuana metabolites using an initial cutoff level of (50 ng/ml). This change was initiated on September 1,1994 and communicated to the NRC by letter dated September 22,1994.
NSP performed (795) drug tests under the lower initial cut-off level for Marijuana as referenced above. The one (1) marijuana positive during this reporting period tested postive at a level greater than 100ng/ml. Breakdown by worker type and quantification is as follows:
