This letter conveys the results and conclusions ~ of the1 Regulatory Effectiveness Review (RER) conducted by the NRC's Office of Nuclear Reactor Regulation at.the.
Monticello Nuclear Generating' Plant Unit l'from Septemberzl0 through 14, 1990.
The RER team was composed of NRC personnel assisted by members of the U.S. Ariqy-
.Special Forces. Tfie purpose'of the-RER program.is to assure that-safeguards measures implemented at licensed power reactors: meet NRC' performance objectives and that NRC safeguards regulations' adequately support those' objectives.
The RER conclusions are documented'in-thi encloted report' (Part I,_ Safeguards -
Systems Effectiveness' Review; Part II, Safety / Safeguards' Interface: Review; and Part III,_ Vital-Area Definition). This enclosure, which contains safeguards information of a type specified in 10 CFR 73.21; will not be placed in the-Public Document Room, and must be protected against unauthorized disc 1:sure.-
The team concluded that, in general, the _ eliments offMonticello's security
. program evaluated by the RER. team were sound, well-managed, and reflected a i
diligent and proactive approach by..secuilty personnel-and utility management'..
The team was impressed with Monticello's self-initiated actions'to upgrade o
security personnel and equipment effectiveness'in relation to the NRC's design l
basis threat. Some minor security weaknesses were found. Changes :to your'-
security program that rectify _these weaknesses could further improve _your-site's safeguards program effectiveness.-
c The enclosed reprt does not-. convey-any new regu1Atory requirement.< Its; findings.have been considered with respect to your ability te meetsthe' general' performance objective and requirements of 10 CFR 73.55(a).. :We request that you-review the report and' provide a responsel to this! office witiin 451 days after receiving this letter.'
