Gentlemen:

This refers to the reactive safeguards inspection conducted by

Messrs. T. J. Madeda and O. E. Funk, Jr. , of this of fice on September 19-22,

1988, of activities at the Monticello Nuclear Generating Station authorized

by NRC Operating License No. DPR-22 and to the discussion of our findings

with Mr. M. Clarity and other members of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identities areas examined during

-

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

? of NRC requirements, as described in the enclosed Notice. A written response

is required. Inasmuch as the four violations are repetitive in nature, your

response should address why you expect your prJposed corrective actions will

i

be more effective than your past corrective actions have been.

A general performance decline in the security area was identified

approximately one year ago. Your actions to reverse the decline were i

discussed during an Enforcement Conference held at Region III on June 15,

1988. At that meeting your staff presented , comprehensive program to improve

security performance at the Monticello site. While some improvements in

security performance were noted during this inspec' wn, the repetitive  ;

violations indicate that your improvement program L; not achieved its goals. ,

We believe that it is essential for you to meet with us to discuss in more

detail your performance improvement prog-am proposals, milestones, and any

results to dato. Discussions with Mr. Ortler of your staff on November 9,

1988, confirmed your participation in a meeting, which will be tentatively

scheduled for the week of December 12, 1988. We anticipate that additional

meetings may be required to fully resolve this matter.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2). This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21. Consequently, the enclosure

to this letter, our report of the inspection, and your response to the

violations identified in the enclosure to this letter will not be placed

in the NRC Public DocumeGt Room. Therefore, your statement of corractive

action regarding the violations identified in the enclosure should be

submitted as a separate enclosure to your transmittal letter in the manner

prescribed.

The responses Jirected by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Managment and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.

We will gladly discuss any questions you have concerning this inspection.
