MONTICELLO NUCLEAR GENERATING PLANT - COMPLETION OF COMMITMENT CONCERNING TORNADO EFFECTS ON THE REACTOR BUILDING SUPERSTRUCTURE (TAC NO. M94307)

Dear Mr. Anderson:

i By letter dated February 12,1996, as supplemented July 19,1996, Northern States Power Company (NSP) notified the NRC that information incorporated by reference into the Updated Safety Analysis Report (USAR) concerning the capability of the Reactor Building superstructure to withstand tornado wind loading conditions was inconsistent with the design basis for the structure as well as specific licensing basis statements contained in the USAR. NSP's letter provided a description of the corrective actions to resolve the identified deviation and established the following commitment:

Modifications are to be implemented to resolve the deviation from the current licensing basis. The modification design will ensure that a failure of the structural members of the Reactor Building superstructure will not occur when exposed to tornado winds.

NSP's letter stated that corrective actions would be implemented by a plant modification performed in accordance with the provisions established by 10 CFR 50.59. By letter dated January 2,1997, NSP notified the NRC that the required modification work to the Reactor Building superstructure had been completed.

This will acknowledge receipt of your January 2,1997, letter notifying the NRC that the commitment identified in your February 12,1996, letter is complete. The staff has no further concerns at this time. Your corrective actions may be examined during future NRC inspections.
