MONTICELLO NUCLEAR GENERATING PLANT - EVALUATION OF RELIEF REQUEST NUMBER 10 FOR THE THIRD 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN (TAC NO. MA3397)

Dear Mr. Anderson:

By letter dated July 24,1998, Northern States Power Company (NSP) submitted Relief Request

- No.10 related to the Third 10-Year Interval inservice inspection (ISI) Program Plan, entitled,

" Limited Examination." The staff has reviewed NSP's submittal and concludes that the inservice examination for Relief Request No.10, Parts A, B, C, D, and E, are impractical to perform at the Monticello Nuclear Generating Plant to the extent required by American Society of Mechanical Engineers Code. The examinations that have been and will be completed provide reasonable assurance of structural integrity. Therefore, pursuant to 10 CFR 50.55a(g)(6)(i), the staff grants approval of Relief Request No.-10. The relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden on NSP if the requirements were imposed on the facility.
