PLANT-SPECIFIC SAFETY EVALUATION FOR USl A-46 PROGRAM IMPLEMENTATION AT MONTICELLO NUCLEAR GENERATING PLANT (TAC NO. 69460)

Dear Mr. Anderson:

l Enclosed is the staff's safety evaluation (SE) of the Northern States Power (NSP) Company's implementation program for Unresolved Safety Issue (USI) A-46 at the Monticello Nuclear l

Generating Plant (MNGP). The USl A-46 program at MNGP was established in response to l

Generic Letter (GL) 87-02, " Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue A-46," dated February 19,1987.

The staff concludes that the NSP's USl A-46 implementation program has, in general, met the purpose and intent of the criteria in Generic Implementation Procedure (GIP) developed by the Seis..iic Qualification Utility Group (SQUG) and the staff's supplemental safety evaluation report i

(SSER) No. 2 for the resolution of USI A-46. The staff has determined that the NSP's l-corrective actions and completed physical modifications for resolution of outliers will result in safety enhancements that are beyond the original licensing basis in certain respects.

Accordingly, these actions and modifications provide sufficient bas.s to close the USl A-46 l

review at MNGP. The staff also concludes that the NSP's implementation program to resolve l

USl A-46 at the facility has adequately addressed the purpose of the 10 CFR 50.54(f) request.

Licensee activities related to the USl A-46 implementation are subject to NRC inspection.
