This letter refers to the routine safety inspection of your Annual Ernergency f

Preparedness Exercise conducted by Mr. T. Tuccinardi of this office and other

members of an NR0 team on Decerrber 14-16, 1987 at the James A. Fitzpatrick  ;

Nuclear Power Plant, Oswego, New York. Discussions of our findings were held

by Mr. T. Tuccinardi with you and your staff Ot the conclusion of the .

inspection. [

The areas examined during the inspection are described in the NRC Region I

InspectionReport(enclosed). Within these areas, tni: inspection consisted of l

selective examination of procedures and representative records, interviews r

with personnel, and observation of the emergency ext;rcise by team members.

l

Within the scope of this inspection, no vinlations were observed. James A. '

FitzPatrick Nuclear Power Plant's performance during the exercise demonstrated i

the ability to implement the Emergency Plan and the Emergency Plan

Implementing Procedures in a manner that would provide adequate protective ,

measures for the health and safety of the public. l
