This is in response to your letter dated April 16, 1987 (your reference

1. 696-1058), in which you requested permission to perform simple processing operations (not specifically allowed by. existing License. Condition 2.4 of your Safeguards A:nendment) on certain scrap materials.

We have found your request to be reasenable and warranted. We have also determined that the granting of your request will not adversely affect the connon defense and security nor the public health and safety, and is otherwise in the public interest.. ' Accordingly, we are hereby modifying Condition 2.4 to Amendment SG-1 of your License No. SNM-696, effective. inaediately, to permit the desired scrap processing activities. Revised Condition 2.4-reads as follows -

2.4 During the HEU shutdown period for HTGR fuel manufacturing (Plant I), procuction of LEU fuel (having a maximum U-235 enrichment of 19.99%) for.the North Warning System project may be conducted in accordance witn. the Material Control -Plan submitted as an attachment to the Licensee's letters dated September 16, 1985 (ref. #696-8014) and in accordance with the Licensee's letter of April'16,1987 (ref.

, #696-1058), provided such production is limited to processing activities within the SVA and SVB buildings and that the quantity of LEU material does not exceed the Category III limit, as defined by 10 CFR 73.2(y)(2), within the non-vault area of each of the two said buildings, except as noted in Condition 2.4.1.
