Edison's analysis was rejected and a further analysis was encouraged only if new information was presented. Finally, it was suggested that Commonwealth Edison should submit pison for a Unit 1 flux reduction program.

Commonwealth Edison is identifying and avaluating the steps that could be taken to implement a flux reduction pl ogram for Unit 1. These programs are dependent upon specific reactor de> signs and fuel configuration.

An evaluation of the optimum measure or measures will be performed to determine if fuel management, shleiding or othe r flux reduction technique may be implemented.

We were disappointed that the staff was not persuaded by our analysis and statistical treatment of the data. We are re-examining our position and are ir. tending to obtain new data from sources available through our participation in the B&W Owner's Group and through research conducted on the Midland pressure vessel. The results of these further inquiries might enable us to resolve the differences between our present positions.

He will keep the NRC apprised of our efforts and would be available to discuss the issues at a future date.
