Inspection Report No. 70-1100/89-03 This refers to.the routine, unannounced inspection conducted by Mr. J. Roth of this office on May 22-26, 1989, of activities authorized by NRC License No.

SNM-1067, including your manufacturing operations, organization, training and emergency planning programs, the review of your actions taken with regard to several identified allegations, and to discussions of our findings held by Mr.

Roth with you, Dr. Brewer and others of your staff at the conclusion of the inspection. The inspection consisted of selected examination of procedures and representative records, interviews with personnel and observations by the inspector.

Within the scope of this inspection, one violation was identified. You are required to reply to this matter in accordance with the enclosed Appendix A.

The response directed by this letter and the accompanying Notice is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511. We are concerned that the violation identified above may have been caused by the inability of responsible individuals within your organization to complete a proper evaluation of the bioassay analyses results. In your response, please indicate the actions you will take to ensure that the responsible individuals have the necessary qualifications and training to perform their designated responsibilities.

Prior to this inspection, a confirmatory survey of the onsite wooded area was ~

conducted by an NRC contractor, Oak Ridge Associated Universities. As a result of that survey, the NRC determined that the wooded area can be released for unrestricted use as described in the encloset; inspection report.
