NRC Inspection No. 70-1100/93-01 An unannounced ufety inspection of NRC-licensed activities was conducted at your facility by Mr. J. Roth of this office on May 11-13, 1993. The inspection findings were discussed with you, Messrs. S. Junkrans and E. Scherer and other members of your staff on May 13, 1993.

Areas reviewed during the inspection are important to health and safety and are discussed in the enclosed inspection report. These areas included: operations; decommissioning activities; transportation activities; criticality safety; emergency planning; and training.

Within the scope of this inspection, one violation of regulatory requirements was identified, as specified in the enclosed Notice of Violation (Notice). This violation involved the failure to establish appropriate radiation protection controls for a routine operation that was being conducted in a non-routine location. In addition, an unresolved item concerning a safety control specified on a sign posted in the Pellet shop was identified. Details of the violation and this unresolved item are provided in the enclosed inspection report.

You are required to respond to this letter and should follow the instmetions specified in the enclosed Notice when preparing your response. In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence. In that response, please also address these actions taken or planned regarding the unresolved item.

The responses directed by this letter and the enclosed Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, Pub. L. No.96-511 In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
