NRC INSPECTION REPORT 70-1100/90 201 This refers to the Nuclear Regulatory Commission's (NRC) routine unannounced inspection conducted by M. C. Williams of this office on May 7-10, 1990. The i
inspection included a review of material control and accounting activities. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed Inspection Report Details (Enclosure 2).
Areas examined during the inspection are also described in the Inspection Report, The inspection consisted of selective exarination of procedures end representative records, discussions with appropriate licensee personnel, and observation of-activities in progress.
The inspection findings indicate that certain activities appeared to violate NRC requirements. The violation, references to pertinent requirements, and i
details to be addressed in your response are described in the Notice of Violation.

The inspection Report also documents oral commitments made by licensee represent-atives, which were discussed in the exit interview.
If your understanding of these commitments differs from the statements contained in the report. please infom this office promptly.
Inaccordancewith10CFR2.790(d),documentationofthefindingsofyour control and accounting procedures for the safeguarding of special nuclear material are exempt from public disclosure. Therefore, the enclosed Inspection Report Details will not be placed in the Public Document Room.
