Dear Mr. McGill:

This refers to the routine material control and accounting safeguards inspection conducted at your facility by Mr. G. E. Gundersen of this office on April 17-21, 1989 of activities authorized by NRC License No. SNM-1067. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed inspection report.

Areas examined during this inspection are described in the enclosed inspection report. Within the areas inspected, the inspection consisted of selective examinations of procedures and representative records, interviews with certain appropriate personnel and observations by the inspector.

The inspection indicated that one activity appeared to violate NRC requirements.

The violation, references to pertinent requirements, and elements to be included in your response are described in the enclosed Notice of Violation.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your control and accounting procedures for the safeguarding of special nuclear material are exempt from public disclosure; therefore, the enclosed Notice of Violation and inspection report details will not be placed in the Public Document Room.
