Inspection No. 70-1100/90-06 On April 20, 1990, we transmitted to you NRC Region 1 Inspection Report No.

70-1100/90-03 and associated Notice of Violation.

In a letter dated May 11, 1990, you stated that five of the six violations cited in that Notice of Violation may be unwarranted because of additional information developed subsequent to the inspection. On June 13-14, 1990, Messrs. M. Austin and P. O'Connell of this office performed a special inspection to review the additional information.

The inspection consisted of selected examination of proccdures and representative records, interviews with personnel, and observations and measurements by the inspectors.

Based an the results of the June 13-14, 1990, inspection, we have concluded, for the reasons provided in the enclosed inspection report, that two of the violations (identified in the aforementioned Notice of Violation as Items 0 and F) should be withdrawn. Your enforcement history will be adjusted accordingly.

However, as also explained in the enclosed inspection report, we have concluded that items A, C and E should remain as originally cited. While your corrective actions for Item E were adequate and this item was closed out during the June 13-14, inspection, you are hereby required to submit to this office, within. thirty days of the date of this letter, a written statement or explanation in reply to Items A and C.

Your response must include:

(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room.
