DOWNGRADE LICENSE SNH-1067 (TAC NO L3087'.;

Dear Mr. Conant:

In accordance with your ap)1ication dated April 16, 1997, and sunnlements dated August 21 and Sc) tem)er 19, 1997, and pursuant to Part 10 to Title 10 of the Code of federal Regulations, Materials License SNM-1067 is hereby amended as follows:

1. To delete the following authorized U-235 enriched uranium, (b) 10,000 sossession (g of natural limits and/or(a) depleted 341 grams of uranium, (c) 8.0 grams of plutonium sealed sources, and (d) 700 grams of U-235 as residual uranium oxides, in addition, to delete reference to all buildings except Building 21 and to delete authorization for all activities except those related to: (a) the decommissioning of the storage, handling, and packaging of low-level Building 21wastes radioactive and (b)for disposal.

2, To delay Building 17 decommissioning.

3. To clsrify that the possession limit of 1000 grams of U-235 matuial contained in uranium enriched in U-235 to a level of 5 percent and greater ap)1ies onli in low-level wastes located on the Windsor site that have )een collected and are to be included in the DOE Formerly Utilized Site Remedial Action Program (FUSRAP) for disposal. The 1000 gram possession limit also covers any such FUSRAP U-235 that is further collected by Combustion Engineering for disposal.

4. To modify the current radiation protection program to reflect the proposed reduced scope of licensed activitics.

Accordingly, License Conditions o, 7, and 8 are revised to reflect these changes, and License Condition 10 is revised to include the dates of April 16, ilugust 21, and September 19, 1997. All other conditions of the license shall remain the same, j Please note that as a result of this licensing action, Materials License SNM-1067 is downgraded from a research and development type license to a Ih license authorizing-limited ongoing activities for decommissioning of Building 21 and for storing, handling, and packaging of low-level radioactive I wastes for disposal.
