N1(C Inspection No. 70 1100/92-03 An announced safety inspection of NitC-licensed activities was conducted at your facility by Messrs. J. Itoth, C. Gordon and J. Noggle between November 16 and December 1,1992. The inspection fmdings were discussed with you, Mr. S. Junkrans, and other ruembers of your staff on November 17 and December 1,1992.

Areas reviewed during the inspection are important to health and safety and are discussed in the

, enclosed inspection report. These areas included review of operations, observation of. the l biennial emergency preparedness (EP) exercise, decommissionir.g activities, and pr+maration of the Windsor Fuel Manufacturing Facility Decommissioning Plan.

During the exercise, the ability to implement the Emergency Plan and the Emergency Plan Implementing Procedures in a manner that would provide adequate protective measures for the i

health and safety of the public was demonstrated. . Areas for improvement relating to performance and control during the EP exercise,- to decommissioning activities, and to j preparation of the Windsor Fuel Manufacturing Facility Decommissioning Plan were identified.

However, within the scope of this inspection, no safety concerns or violations of regulatory l requirements were identified.
