This refers to your application dated April 23, 1996, requesting an amendment 4 to Materials License SNM-1067 to delete the Windsor laboratory buildings and operations, to reduce the SNM possession limits and to delay the decommission-ing underway on Building 17.

Please provide the.following information:

Pagg Comments 1-2 During a telephone conversation held on October 17, 1996, between Mr. John Conant of CE and NRC staff, Mr. Conant indicated that item (6) in Section 1.4 for 25 Kg U of natural and/or depleted uranium was mistakenly added. CE will delete the item 6 in the next revision.

In Section 1.5 delete Words "but are not limited to."

1-3 Definition of " Windsor Site" is inadequate and should be redefined to reflect its meaning.

Second sentence in the definition of " Windsor Site" should be removed and ,

incorporated into Section 1.6.1.

Section 1.6.1 should be revised to exclude all buildings.

2-1 Section 2.1 should indicate that CE management is responsible for safe operation under this license.

3-2 CE's annual report should include the review of radioactive effluents release and environmental monitoring data. l Current environmental monitoring program should be retained in the downgrade I 4-2 license. j 6-9 Figure 6-3 should be revised to indicate boundary of the Windsor Site.
