NRC Inspection No. 70-1100/93-02 This refers to the announced inspection of your physical security program by Messrs.

A. Della Ratta and R. J. Albert of this office on June 2-4,1993, of activities authorized by NRC License No. SNM-1067, and to the discussions of our findings with Mr. G. Buddenhagen and other members of your staff by Mr. Della Ratta at the conclusion of the inspection.

. Areas examined during this inspection are important to public health and safety and are described in the NRC Region I inspection report that is enclosed with this letter. Within these.

areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspectors.

We found that your physical security program is effective and directed toward assuring public health and safety. No safety concerns or violations of regulatory requirements were identified.

However, as a result of the inspectors' review of an emergency evacuation at the facility.on June 4,1993, following a false criticality alarm, an unresolved item was ' identified relating to the interface among Physical Security, Material Control and Accounting, and Emergency Plan requirements. This issue is discussed further in the enclosed report.

A section of the enclosed inspection report contains details of your security program that have -

been determined to be exempt from public disclosure in'accordance with 10 CFR 9.17(a)(4).

(Commercial or Financial information). Therefore, the section so identified will ~not be placed

-in the NRC Public Document Room and will' receive limited distributicn. The letter and the remainder of the inspection report will be placed in the Public Document Room in accordance l

with 10 CFR 2.790(a).
