Dear Mr. Conant:

In accordance with your application dated March 29, 1996, and supplements dated September 13. 1996: April 15 (Combustion Engineering letter submitted to  :

-Region 1) and October 17. 1997. and pursuant to Part 70 to Title 10 of the-Code of Federal Regulations. Materials License SNM-1067 is hereby amended to remove Building 21 and its immediate environs as an authorized place for use ,

of licensed material. Based on the final status surveys that you submitted and the NRC Region I inspection of June 10, 1997, which confirmed your surveys, it has been determined that Building 21 and its immediate environs >

meet the NRC's criteria for unrestricted use. Accordingly. Building 21 and its immediate environs are released for unrestricted use, and License Condition 10 is revised to include the dates of March 29 and September 13.

' License Conditions 6.B. , 7.B. , and 8.B. . which s)ecify a possession limit of 150 grams of U-235, were inadvertently left in tie license when Amendment 4.- 4 which deleted possession of U-235 was issued on September 30. 1997.

Accordngly, Conditions 6.B. 7.B.. and 8.B. are hereby deleted. All other  :

conditi us of the license shall remain the same.

Enclosed are copies of the revised Materials License SNM-1067 and the Safety Evaluation Report, which includes the Categorical Exclusion determination. .
