Inspection Report No. 70-1100/90-03 This refers to the routine, unannounced inspection conducted by Messrs.

M. Austin and P. O'Connell of this office on February 26 - March 2, 1990, of activities authorized by NRC License No. SNM-1067, related to your radiation protection program, and to discussions of our findings held by the inspectors with you and others of your staff at the conclusion of the inspection. The inspection consisted of selected examination of procedures and representative records, interviews with personnel, and observations and measurcments made by the inspector.

Within the scope of i.his inspection, six violations and one unresolved item were identified. You are required to reply to the violations in accordance with the enclosed Appendix A. In addition, you are requested to provide a summary of the results of your investigation relative to the unresolved. item, which is of s::ussed in Section 2.1.2 of the enclosed report.

The response directed 9, this letter and the accompanying Notice is not subject to the clearants procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.

We are concerned with the number of violations identified in your radiation protection program, particularly in light of the concerns previously identified by the NRC in this program area, and in light of your efforts to upgrade performance in this area. Accordingly, at the meeting scheduled to be held in the Region I Office on April 27, 1990, we would appreciate your assessment of the root cause(s) of the violations and a description of your plans to establish a radiation protection program that operates in compliance with regulatory requirements, yu T I
