P Gentlemen:

This refers to the inspection conducted by Messrs. I. Barnes, L. D. Gilbert,

W. M. McNeill, and R. C. Stewart of this office during the period February 27

through March 3, and March 13-17, 1989, of activities authorized by NRC

Operating License NPF-38 for the.Waterford Steam Electric Station, Unit 3, and

to.the discus:; ion of our findings with Mr. R.- P. Barkhurst and other members of

.your staff at the conclusion of. the inspection.

Areas examined during the. inspection included licensee self-assessment

capabilities and procurement activities. Within these areas, the inspection

consisted of selective examination.of procedures and representative records,

interviews with personnel, and observations by the NRC inspectors. The

inspection findings are documented in tne enclosed inspection report.

During this inspection, it was-found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10. Code of

Federal Regulations. Your response should be based on the specifics contained

in.the Notice of Violation enclosed with this letter.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject

.to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
