Gentlemen:

This refers to the inspection conducted by Mr. I. Barnes and other

inspectors and consultants during the period September 3 through

October 6, 1987, of activities authorized by NRC Construction

Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric

Station, Units 1 and 2, and to the discussion of our findings with j

you and other members of your staff at the conclusion of the 1

inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection. Within these areas, the inspection l

consisted of selective examination of procedures and representative  !

records, interviews with personnel, and observations by the

inspectors.

During this inspection, it was found that certain of your

activities werefin violation of NRC requirements, as specified in ,

the enclosed Notice of Violation. A written response to these l

violations is required.

During this inspection, it was also found that certain of your
