This refers to the inspection conducted by Mr. James A. FI Kelly of this office-

-during the period December 1-4, 1986, of activities authorized by NRC Operating

License NPF-42, for Wolf Creek Generating Station, and to the discussion of our

' findings with Mr. F. T. Rhodes, and other members _of your staff at the

conclusion of the inspection. 1

' Areas examined during the inspection included personnel training and

. . qualifications, physical barriers - vital areas, access control personnel, and

compensatory measures. Within these areas, the inspection consisted:of r

selective examination of procedures and representative records, interviews with

. personnel, and observations by the NRC. inspector. The inspection. findings are-

documented:in the' enclosed inspection report.

.During this inspection, it was found that certain of-your activities were in-

4 Lviolation of NRC requirements. Consequently, you.are required to respond to

, .these violations,.in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rule's of Practice," Part 2, ' Title 10, Code of Federal Regulations.

,

Yoursresponse should be> based on the specifics contained in the' Notice of~

Violation enclosed with this letter.

l. We have concerns about the manner in which you establish compensatory posts as

l- discussed in paragraph 6 of the enclosed report. -You are requested to respond

p to this concern within 30 days of receipt of this letter.

[~ -We have also examined actions you have taken with regard to previously ,

.. identified inspection findings. The status of these items is identified in

l paragraph 2 of the enclosed report.

.. The material enclosed herewith contains Safeguards Information as' defined by

if 10 CFR Part 73.21 and its disclosure to the unauthorized individuals is

. prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.

Therefore, the material, with the exception of the report cover page, which is-
