Design Basis Report for EFIC

Dear Mr. Miner:

In accord with your request, I am enclosing a current copy of the subject document, A-5415, Rev. 2, dated 7/11/86. In providing you with this copy, which I understand you intend to provide to your technical reviewers in order to allow an early start for their review, I wish to remind you that the Staff has already completed a review of the EFIC system in connection with preparation of an SER on the Rancho Seco Auxilary Feedwater System. That SER was transmitted as an attachment to a September 26, 1983 letter from John F. Stolz to Ronald J. Rodriguez. The conclusion in that SER was that, except for providing a response to a concern about adequate protection from internally generated missiles, which was subsequently provided and accepted by the Staff in an SER attached to an April 1,1985 letter from Stolz to Rodriguez, it was the

" Staff's judgement that operation with the proposed upgraded AFWS is acceptable." To that end, I believe the Staff's review of the current EFIC design should address the design differences from what was reviewed and accepted in the 1983 SER, and not rereviewed for technical adequacy what was already accepted.

In addition, I want to inform you that there will be a number of changes forthcoming. In the main, these changes result from switching the AFW loade to the TDI diesels.

As soon as the next revision to the DBR is available, I will contact you to see whether you would desire an advance copy.
