Dear Mr. Miraglia:

4 In keeping with the dynamic nature of the Rancho Seco Performance Improvement Program, we are hereby issuing Amendment 1 to the Action Plan, submitted to the NRC on July 3,1986.

The enclosed copy of Amendment 1 to the Action Plan is a complete reissue, with the exception of dividers, and replaces the original in its entirety.

Whenever changes have been made, you will note that vertical " change-bars" identify the change.

The major issues which are addressed in this. Amendnent are:

The District has determined it is feasible to install the Emergency Feedwat6r Initiation and Control (EFIC) system prior to restart. This results in several changes in the ICS/NNI, AFW, and MFW systems and associated Action Plan commitments.

The System Review and Test Program (SRTP) details have been developed and implemented. As such. De related descriptions in the Actice Tlan have been revisa.

The position of A?sistant General Manager, Wclear has been upgraded to Deputy General Manager, Nuclear. This change is reflected through the document, and foretells subsequent changes in the management structure necessary to implement an effective transition to an all SMUD management team. That transition plan will be the subject of a subsequent Action P1an Amendment.

- For accountability of Action Plan commitments, item and paragraph numbers have been inserted throughout the document.

The commitments made in the Action Plan have been consolidated into Appendix D for the convenience of the user.

- Enclosure 1, to an NRC letter of September 5,1986, requested additional information on the July 3,1986 Action Plan. That

.s information is included in this Amendment. Appendix C provides a cross-reference to the requested information.

We hope that you will review this amendment, note the changes which have been made, and agree that the described Performance Improvement Program is addressing the issues facing the restart of Rancho Seco.
