C. 20555 Docket No. 50-312 Rancho Seco Nuclear Station License No. DPR-54 RANCHO SECO LONG TERM DEFUELED CONDITION PHYSICAL SECURITY PLAN, AMENDMENT 7, AND TRAINING AND QUALIFICATION PLAN, REVISION 4 Attention: Seymour Weiss In accordance with 10 CFR 50.4(b)(4)(iii) and 10 CFR 50.54(p), the District submits the signed original and three copies of Amendment 7 to the Rancho Seco Long Term Defueled Condition (LTDC) Physical Security Plan and Revision 4 to the LTDC Training and Qualification Plan. Also enclosed are the associated 10 CFR 50.59 and 10 CFR 50.54(p)(2) evaluations, which conclude the changes (1) do not reduce the safeguards effectiveness of the plans and (2) do not require NRC approval prior to implementation of the plans.

The most significant change to the LTDC Physical Security Plan and LTDC Training and Qualification Plan is transfer of the majority of the Rancho Seco security program administrative responsibilities from the Manager, Plant Closure and Decommissioning to the Manager, General Services. In addition, the Rancho Seco Supervisor, Security Operations duties and responsibilities are 4 combined with the District Supervisor, Security Operations into one District I position.

The District determined the information contained in the LTDC Physical Security Plan is Safeguards Information and is therefore exempt from public disclosure pursuant to 10 CFR 73.21. l
