Babcock & Hilcox Owners Group letter to NRC dated May 23, 1989, Babcock & Hilcox Owners Group Submittal in Response to NRC Bulletin 88-11.

.The referenced letter transmitted the B&H Owners Group report which describes the investigations completed.to date in' response to item lb of Bulletin 88-11. As stated in the District's letter to the NRC on this subject dated March 6,1989, the evaluation of the effects of thermal striping will be submitted on or before October 31, 1989.

Bulletin 88-11 requests that a justification for continued operation be provided if a bounding analysis does not support the full licensed pressurizer surge line lifetime. Based on a review of the B&W Owners Group report and its applicability to Rancho Seco, it has been determined that although the

. licensed lifetime has not yet been supported by analysis, the Rancho Seco pressurizer surge line is conservatively acceptable until June 1994.

The bounding analysis completed to date is supported by visual and ASME Section XI inspections which have revealed no abnormalities associated with the surge line. It is anticipated that the final analysis, including an evaluation of.both stratification and striping, will conservatively support a surge line lifetime significantly longer than the June 1994 date.
