DPR-54 i Attention: George Knighton The District received the subject document via NRC letter dated June 5, 1989.

The following discrepancies in the amended Technical Specification pages have

.been noted:

1) In Specification 4.17.2, page 4-51, third sentence, the phrase "...the acceptance criteria of ..." was deleted per Amendment No. 106 in support of.the title change of Specification 4.17.4 from " Acceptance Criteria" to

" Definitions". This phrase inadvertently reappeared in the approved page for Amendment No. 109.

2) Technical 9 edification page 4-55 was issued as Amendment No.109; however, there are no apparent changes from its issuance as Amendment No. 106. l
3) Technical Specification Table 4.17-2A does not reflect the changes approved in Amendment No. 106.

These discrepancies were discussed with Mr. Steve Reyi.;1ds of your staff on l June 15, 1989.

Attached is a copy of Amendment No. 109 as issued by the District to centrolled Technical Specifications Manual copyholders.

l (5) Pursuant to the Act and 10 CFR Parts 30 and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of the facility.

C. This license shall be deemed to contain and is subject to the conditions specified'in the following Commission regulations in 10 CFR Chapter I: Part 20, Section 30.34 of Part 30, Section 40.41 of Part 40, Sections 50.54 and 50.59 of Part 50, and S*.ction 70.32 of Part 70; is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

(1) Maximum Power The licensee is authorized to operate the facility at a steady state reactor core power level not in excess of 2772 megawatts thermal.

(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No.109, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

(3) Physical Protection The licensee shall fully implement and maintain in effect all provisions of the Commission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The Safeguard Contingency Plan is incorporated into the Physical Security Plan. The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled: " Rancho Seco Nuclear Generating Station Physical Security Plan," with revisions submitted through December 14, 1987; and " Rancho Seco Nuclear Generating Station Guard Training and Qualification Plan," with revisions submitted through August 2, 1982. Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein. ,
