. Qualification-Plan is an adjunct to the previously submitted Long Term-4 Defueled. Condition Security Plan-(Reference 1), and follows the guidance in Regulatory Guide 1.86, June 1.974, and NUREG-0130, June 1978,.to the extent o
L applicable for a permanently shutdown, defueled facility.
Reference 1 previously analyzed radiological sabotage and determined that.the security requirements of.10 CFR 73.55 and Appendix B to Part 73 are no longer" applicable to Rancho Seco.
Since the Long Term Defueled Condition Security Training and Qualification Plan has been developed to support Reference 1 E
line item changes from the current Training and Qualification Plan, Revision 5, have not been individually addressed in the attached 10 CFR 50.54 (p) p analysis. The newly developed Training and Quailification Plan will become effective ~upon approval of the Long Term Defueled Condition Security Plan.
