Nuclear Regulatory Commission Attn: Document Control Desk Hashington, DC 20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 EXEMPTION REQUEST TO 10 CFR 50.55a FOR THE REMAINING PORTION OF THE YEN YEAR-INSERVICE INSPECTION (ISI) EXAMINATIONS Attention: George Knighton' By letter dated October 6,1988, the District justified and requested a twenty-seven month extension to the 10-year ISI Program. Tf ; rationale for the extension was the 27-month outage (December 26, 1985 to Nrch 30, 1988) and the one year extension in accordance with ASME Section XI, IHA-2400(c).

The combination of the shutdowrt and the one year extension resulted in our request for a revised expiration date for the initial 10-year ISI inspection period. The Commission granted an expiration date for the initial 10-year ISI inspection period of September 18, 1989.

The plant entered cold shutdown on June 9, 1989 and will remain in cold shutdown for a minimum of six months. Because of this extended cold shutdown, the District requests an extension for a time period equivalent to that of the current shutdown, pursuant to INA-2400(c). This extension would result in a-revised final expiration date of not earlier than March 18, 1990. Attachment 1 lists the ISI inspections that remain to be performed in this 10-year inspection period. ' Attachment 2 lists the inspections we will perform by November 30, 1989.

While the plant is in cold shutdown there is minimal potential for a safety concern posed by deferring these ISI inspections, because the systems are maintained at low pressure and temperature when compared to their design conditions. Additionally, the plant will not be brought above cold shutdown without your prior concurrence regarding completion of the remaining inspections.
