Dear Mr. Eisenhut:

I am sending you 25 copies of the Preliminary Sacramento Municipal Utility District (SMUD) Action Plan fcr Performance Improvement at the Rancho Seco Nuclear Generating Station.

This preliminary plan is intended to be a communications vehicle which will serve as the basis for discussions between your office, Region V, and SMUD as to the appropriate scope of required actions to improve the operating performance of Rancho Seco.

This plan is not intended to be used for a detailed technical review. It is intended to provide you with preliminary results of our ongoing technical and management review of the implications of the December 26, 1985 overcooling incident. This review will be substantially completed this month, allowing us to refine the preliminary plan and to provide the details necessary for your technical review.

As we discussed, we will be in your offices at 9:00 a.m. on Thursday, June 12, 1986 to present our Preliminary Action Plan and to answer any questions you may have. Your comments during this meeting will be carefully considered in the development of our documented formal plan.

On, or about, July 3, 1986, SMUD will submit our documented formal plan for your review in considering the appropriateness of approving the return to operation of Rancho Seco. We look forward to reviewing that plan with you and your staff.
