NRC to SMUD letter dated May 4, 1989,' Inservice Testing Program for Rancho Seco Nuclear Generating Station (TAC No. 65690)

The referenced letter provided the Safety Evaluation Report'(SER) for the L second 10-year Inservice Testing (IST) Program for Rancho Seco. The SER

. denied two relief requests and clarified eight others. The District accepts and understands the NRC position as required by the referenced letter.

The following.is a synopsis of changes made to the Rancho Seco IST Program:

1. Relief Request No. PR-4, TER section 3.3 SER-denies Relief Request No. PR-4. The District concurs and will meet the Code requirements.and limits.
2. Relief Request No. VR-2, TER section 4.1.3.1

, SER denies Relief Request No. VR-2. Rancho Seco will return the subject valves to operable status when required.

~3. Relief Request No. PR-2. TER section 3.3.1 SER grants Relief Request No. PR-2. The vibration monitoring program for IST will meet the OM-6 vibration velocity measurement guidance.

4.. Relief Request No. PR-10, TER section 3.2.6 SER grants Relief Request No. PR-10. Rancho Seco will install the necessary flow rate instrumentation during the refueling outage following the completion of Operating Cycle 7.

5. Relief Request No. PR-13 SER grants Relief Request No. PR-13. The District has revised this request to r,eek relief from IHP-4600 as required by the SER.
6. Relief Request No. VR-4 SER grants Relief Request A . VR-4. The District has revised this request, per the SER requirements, to identify IHV-3421 through IHV-3425 as those Code sections from which relief is needed.
7. Relief Request No. VR-1, TER section 4.1.2.1 SER grants Relief Request No. VR-1 and, per the SER requirements, the District has assigned a maximum limiting stroke time of two seconds to the valves covered by Relief Request No. VR-1.
8. Relief Request VR-8 SER grants Relief Request VR-8. The District has corrected the identification and testing inconsistencies associated with SIM-036 and SIM-037 as required by the SER.
9. Relief Request No. VR-13, TER section 4.4.2.1 Relief Request No. VR-11, TER section 4.4.3.1 ,

Relief Request No. VR-15, TER section 4.5.1.1 Relief Request No. VR-23, TER section 4.8.2.1 Relief Request No. VR-14, TER section 4.5.1.2 SER grants Relief Requests Numbers VR-11, 13, 14, 15, and 23. In each case the District will implement a valve sample disassembly / inspection program to meet the guidelines of TER section 4.4.2.1.

In addition to the changes made to meet the SER conditions, the District has also made corrections to the Program pursuant to the guidance provided in NRC Generic Letter 89-04.

Changes made to the Program other than minor editorial corrections include:

1. Deleted valve MSS-068 from the Program. The internals of this valve have been removed. {
2. Deleted PSV-47205A/B from the Program since these valves are not within the scope of IHV-1100 and do not serve as a pressure relief device

, required to perform a specific function in shutting down the reactor or in

, mitigating the consequences of an accident. These valves function as air vents for filling and draining of the system. They work by float action and have no setpoint adjustments. Each is provided with a manual isolation valve that is normally closed.
